 President Clinton and other Pacific leaders crafted a blueprint Monday
for a record-breaking $68 billion bailout package in an attempt to allay
global fears of a shaky Asian economy.
 The Asia- Pacific Economic Cooperation forum leaders drafted
a communique that would endorse the plan, which would be headed by 
the International Monetary Fund. Recent currency devaluation and
bank closures have created a case of international jitters, as investors
fear the instability of the Asian economy could drag down global markets.
